In the 21st century, humanity is facing many challenges, the most dominating one is how to solve the water resources shortage problem. The water scarcity will restrict the global economic and society's sustained development. And establishment situation of water-saving society is an effective way to solve water shortage and promote water resources sustainable developmentIn this paper, on the basis of the analysis of the comprehensive water resources at home and abroad in the current situation and development trend, we focus on the task, necessity, overall objective and building gaps to carry out water-saving society in China and abroad. The construction of water-saving society in China need the building of the administrative laws, economic and technical means and other social security mechanism for the promotion of the completion.The construction of water-saving society in Dalian city has the obvious representation and the sophistication, and it is significant to achieve rational distribution and sustainable development of water resources. Therefore, this article took Dalian city as a study object and elaborated the question in the building process and proposed the solution. Through the investigation of major sectors water used level and forecast its consumption water volume, we can know that its industry water scarcity is 11 million cubic metres and 179 million cubic metres. The only way to guarantee agricultural and the domestic water used security basically is using the maximum water supply capacity. Through the analysis of its water-saving potential, we can see that the industrial water has been the world's advanced level, while agriculture and life-saving in some areas is relatively backward and still has more room for water saving. The water-saving benefit analysis shows the urban construction, policy and technology of water-saving system can save a lot of fresh water, which can bring tremendous environmental, social and economic benefits. Through the affordability price computation of major sectors sailor before and after the establishment of water-saving society, we can know that the industry affordability price promotes by 5.88 Yuan/m~3 to 8.33 Yuan /m~3, agriculture affordability price is between 0.74~3.72 Yuan/m~3, city people domestic water affordability price promotes by 2.54 Yuan/m~3 to 3.96 Yuan/m~3. At present Dalian's major sectors affordability price is higher than its actual price, the government must act according to the actual situation to be further suitable, make the economic levers function effective display, in order to achieve the highly effective water used goal. In this paper, studies have shown that the establishment of water-saving in Dalian city not only effectively protects the water resources, social and economic sustainable development, but also provides a good model for some coastal areas which have better water-saving basis and developed well, and plays an important and far-reaching impact in our country.
