Research On Community Issues And Community Planning Of Huangshan National Park

The development of National Park in China not only promotes the protection of resource and environment but also brings along socioeconomic and ecologic and environmental effect on communities inside or outside. Community issues exist in each National Park in China definitely and unavoidably. Community planning for National Parks should puts forward tangible countermeasures aiming at the existing conflict as well as concern on spatial and physical form such as population and expanding of towns. The dissertation took Huangshan National Park as a case study and did research on its community issues and community planning.The dissertation collected lots of information about local communities including findings of towns and scenic spots outside the park, socioeconomic data of towns and records of interviews. Based on analysis of above information, the dissertation summed up the community issues into six domains: statues, administration, planning and construction, environment and resource, economic interest, educational level and capacity. Furthermore, it made an attempt to find the root that caused the existing problems. The dissertation pointed out that community issues are the embodiment of the root and the countermeasures should aim at the root.Based on the study of the reference materials, the dissertation extended the contents of the existing community planning. It proposed three principles for community planning: benefits of community, balance of rights, responsibilities and interests, protection of resource and environment. Community planning for Huangshan national park consists of physical aspect and unphysical aspect. Physical aspect reclassifies the residential area according to their service function and the trend of population change. It also regulates and controls the scenic spot. Unphysical aspect tries to solve the root by means of mechanism, economic induction, promotion and education. It explores the mechanism for cooperation, supervision, community fund and concession.
