The Study On The Mode And Countermeasure Of Water Resources Sustainable Utilization In Different Landforms Region

Water is the source of life, the essential strategic resources for human survival and development, the integral part of a national overall power and the shortage of water resources has become a key issue that restricts global economic-social sustainable development. Implementation water resources sustainable utilization is the primary task to solve the water resource shortage problem, support and protection economic-social sustainable development, its important measure is to put forward the countermeasure and form the guiding ideology of water resources sustainable utilization, to establish and improve the macroscopic measures and water-saving mechanism, to improve the developed-water strategy systems, and to establish the water resources management measure, through the optimal water resources allocation to continuously improve efficiency and benefit of water resources, the ultimate purpose is to keep the regional sustainable development.Based on the water resources situation in different landforms region, this paper overall analyzes the characteristic of water resources development and utilization in different landforms region, studies the main problem of existence in the regional water resources, formulates the measures of the water resources sustainable utilization of different landforms region, realizes the circulatory and effective utilization of water resources and improves water-use effciency, the unified management and optimized distribution of the regional water resources is be gained, which provides the theoretical basis and protection for the reasonable exploitation and utilization of the regional water resources.On the premise of the sustainable development mode and domestic&international management mode research findings on the water resources, the mode and countermeasure of water resources sustainable utilization in different landforms region(mountain area, hill, plain) is specially studied. The results of the research have universal significance, can provide the experience and template for the successfully implementation of domestic water resources sustainable utilization work. The content of dissertation mainly includes the following aspects:1. Analysis domestic&international the sustainable development mode and management system research findings and trends on the water resources. This paper summarizes the existing management system and mode, which provide the theoretic basis and experience for the developing of research work of water resources sustainable utilization in different landforms region.2. Refer to the successful experience of the water resources management system in the relevant countries, initially define the water resources sustainable utilization. Analysis the characteristic of water resources development and utilization, the main problem of existence and research status in different landforms region, and draw up corresponding measure.3. Refer to the domestic&international successful experience and project of the water resources sustainable utilization, contacting the present characteristic of the water resources in different region, establishing corresponding management measures, implementing the regulation measures, such as law, which can provide guarantee for the normal operation of management measures and the sustainable development of water resources.The results could provide the theoretical basis and technical support for implementing of water resources sustainable utilization, have the great strategetic status and significance in the regional economic-social sustainable development.
