problem and contradiction is particularly difficult.In the past,the problems such as the uneven distribution of water resources and the frequent occurrence of flood and drought disasters have not yet been solved.At the same time,new problems such as low water use efficiency and serious pollution of water environment are emerging,and the old and new problems are intertwined and complicated.To this end,the state has made a major strategic plan for water resources,"the most stringent water resources management system",the intensity and the total double control of the "three red line","river system",water reform and development " "Planning has been introduced,the purpose is to ensure water security.In this context,to study whether a certain area of water resources can be sustainable and effective use can support the sustainable development of economic society and protect the ecological environment has become a national level of major issues and everyone responsible to come forward to play.Dalian is one of the central regions of the Bohai economic circle in the pattern of economic development in China.It is one of the twin engines of economic development in Liaoning Province.It is the most important outlet in Northeast China and Inner Mongolia.In recent years,Dalian's regional division of labor has become increasingly prominent,water demand also increased.Over the years,Dalian City,the total water resources of 3.109 billion m3,per capita water resources less than one quarter of the national per capita level,coupled with the flow of small watershed alone,uneven spatial and temporal distribution of water resources,climate change And human activities and other factors,both from time and space,have formed a lot of contradictions.To this end,in the new situation,in accordance with the scientific concept of development,Dalian City,the sustainable use of water resources put forward new requirements,in order to support the healthy and stable development of regional economy.In this paper,Dalian City as the research object,the concept of sustainable development of resources as a guide to achieve the efficient use of water resources for the purpose of visiting the study to strengthen the relationship between theory and practice,docking and government departments to the results of hierarchical analysis This paper puts forward a series of scientific,rigorous,operational and targeted Dalian water resources sustainable use policy,and puts forward a series of scientific research on the sustainable use of water resources in Dalian.The will be elaborated through five chapters.The first chapter is the introduction,which mainly introduces the research background,significance and main research contents and methods of water resources.Through the research on the relevant literatures at home and abroad,the water resources profile of Dalian is described macroscopically,and the innovation and the deficiency are carried out.Combing and summarizing;the second chapter is the basic concept of water resources and theoretical basis.The three core concepts of water resources,sustainability and sustainable use of water resources are defined.This paper introduces the theory of sustainable development,analyzes its importance in regional economic development according to the theory of sustainable utilization of water resources.At the same time,it introduces the theory of water resources externalities and public product theory,and provides theoretical support for the next research.The third chapter is the analysis of the current situation of water resources development and utilization in Dalian,and introduces the related situation of water resources in Dalian City,and finds out the existing problems in the current water resources utilization.The fourth chapter is the establishment of Dalian water resources sustainable utilization evaluation system,Combined with 22 indicators,the impact of Dalian City,the various factors of water resources system analysis,the final evaluation results;the fifth chapter of Dalian City,the sustainable use of water resources countermeasures.Drawing on the excellent practical experience of typical countries,combined with the use of water resources in Dalian to put forward targeted countermeasures and suggestions.
