| Tianshui City is one district which has a great water resources deficiency in Gansu province.With the rapid development of society and economy and as well as the urbanization, especially the dramatic rise industrial water,urban life-water and Ecological water,the contradiction between water resources supply and demand will see a further aggravation. Water resources problem has been the principle factor which restricts the sustainable development of society and economy of Tianshui City.At present,the strategy of "Development of the West Regions" and the construction of economic region between Guanzhong and Tianshui is being put into practice,it is a rare historical opportunity,so to analysis and evaluate water resources in Tianshui City,to study on the strategy of water resources sustainable develoment and utilization have important directive to production practices in ensuring the sustainable development both in economy and ecological environment in Tianshui City.After analyzed the historic materials and research results,this paper chose qualitative analysis and quantitative calculation as research method,analyzed and evaluated the water resources and its development and utilization condition.To resolve the problem in water resources development and utilization,this paper put forward the strategy in sustainable development and utilization of water resources.The main research results could be summarized as follows:(1) This paper analyzed and calculated the rainfall,surface water resources,groundwater resources and water resources in each city,analyzed the spatial and temporal distribution and characteristics of water resources.The results show that the quantity of rainfall is 7.3 billion cubic meters,an average water resource for many years is 1.5 billon cubic meters,surface water is 1.5 billion cubic meters,groundwater resources is 290 million cubic meters.There is a great fluctuation during one year and great change between two years.(2) This paper evaluated the quality of water resources according to the sediment in rever, hydro-chemical characteristics and water pollution.The results show that the Yellow river in Tianshui City has a great sediment concentration,Weihe fiver in Tianshui City has a great pollution,the length of inferior V class account for 82.2 percents of the whole 269.1 kilometers,Yangtze River in Tianshui City has a good water quality,the quality of groundwater show a distinct regional characteristics because of geohydrologic condition.(3) This paper investigated the infrastructure of water supply project in 2003 and water consumption in different industries.By means of balance analysis of supply and demand this paper calculated water shortage degree and evaluated the degree of water utilization and development.(4) Based on the evaluation of the condition of water resources and it's development and utilization,this paper analyzed the problems in water resources development and utilization, some strategies were proposed such as increase the construction of hydraulic engineering, establishing water-saving society,strengthening water pollution prevention and treatment and establish and perfect water resources management mechanism.
