Research On Operation And Management Institution And Water Protection Of The Diversion Project In The Xiaolangdi Water Conservancy Key Project

Operation and management (O&M) institution of south and north irrigation diversion project in the Xiaolangdi Water Conservancy Key Project (XLDWCKP) has direct effect on the realization of comprehensive function objectives and the integration management and optimization allocation of the Yellow River Basin.The article summarizes management institutions of water conservancy and operation schedule of reservoir key project. And the article analyizes the problems of operation management of the diversion project in reservoir key project, and set up operatin and management institution and technological systems of diversion project. Then the article takes the diversion project of the XLDWCKP as a case study.According to original management institution analysis of south diversion project of XLDWCKP, the article applys the theories of property right and water right and sets up five basic principles for building future operation and management institution of the diversion project by means of integration water resources management and schedule and safe operation of key project, basing on the actual circumstance that operation function of XLDWCKP have change. According to the base principles, the article makes comparison research of operation and management schemes of diversion project. The main conclusions are as follows.(1) It is the optimal scheme of operation and management of the diversion project that the Construct and Management Bureau of Xiaolangdi independently manages the diversion project and XLDWCKP Limited Company operates the diversion project.(2) Cost of project water price is 6.02 Fen per m3 under the condition of no profit of water supply. Adjusting water supply structure and increasing the proportion of non-agriculture water supply and water price makes water price for agriculture near to the ability of acceptance, makes city water supply have small profit.(3) Irrigation can get compensation of city by water right transfer. This can increase the operation efficiency and performance benefit. On the other hand, this provides strategic guarantee of water resources for the sustainable development of urban and rural area.This also drives investment for the following project and promotes the social and economic sustainable development.
