Because the voltage, current, total consume of electricity, insulate and aging degree of equipments in power system is very important to the safe stability work of whole power system, therefore, the technique of monitoring them is particularly important. At the same time it is very significant that accurate and quick measurement of the electric power parameter for realizing the automation of power network dispatching and guaranteeing the safe operation of power network. With the fast development of economy, the widely applications of nonlinear instruments have produced many high order harmonics, they are flowing into the power network and greatly influence the quality of electric power. Thus the conventional instruments couldn't meet the request of the electric power system and it is urgent to develop a kind of new-type multi-functional electric monitoring instruments.On the basis of the present technique in the field of power monitoring system, this paper proposes and develops a kind of electric monitoring instruments with dual CPU—ARM kernel and DSP kernel. It analyses the embedded software and hardware design principle of TMS320VC5470 microcontroller produced by TI Company, and expatiates on the transplantation of operation system. The TMS320VC5470 integrates a DSP subsystem based on the TMS320C54x architecture and a RISC microcontroller subsystem based on the ARM7TDMI core.In aspect of hardware, the master CPU ARM is used as the center of control and management, the slave CPU DSP is used as the core data processing, and other external interface circuits finish other functions. The system is consisting of Data Sampling Unit, Data Processing Unit, Master Controlling Unit and Human-machine Interface Unit. In aspect of software, the system adopts embedded real-time operating system-- μC/OS-II and DSP core has carried on the algorithm of radix-2 FFT. It can reduce disturbances effectively, and improve the precision of measuring.The electric power monitoring system develops rapidly in recent years and becomes a new research fields so that many departments, such as management, scientific research, etc, pay close attention to it day by day. Therefore, this kind of new-type multi-functional monitoring instruments has wide market and bright future.
