With the constant deepening of the reforming and opening-up policies,road passenger transport have achieved rapid development. For the moment,the market of passenger transport has not been healthy yet ; management contradiction in line of passenger transport has been extruding ; society resource of transport has been extremely saturated in whole,but could not satisfy the requirement in part ; road passenger transport operators',especially,national enterprises' place has been in serious hardship.These elements urge that exploring how to retort condition of decrease industry of road passenger transport and low benefit of management and out-of-order in market becomes a lasting and serious problem that must be solved.This paper,based on summarizing the development status from the opening reform and analysing the main problems lying in industry,figures the outlet and future development of industry is to resolve the problem of resource effectively collocated.Route of passenger transport,one of composing factors of road passenger transportation system,its infection to industry is very pominent.Therefore,it's significant to systematicly study the programming and management of route. However,there are short of enough acquaintanceship to route long,and mistake some basis theories with route,especially lack scientific and systematic research.In this paper,a way of study on systematic programming of road passenger transport is brought forward;some theories about route are renewedly summarized;the whole process of route management including exploiting route , programming transport resource , decision-marking passenger transport charges,operating coaches is systematicly and mathematically analysed.
