Study On The Comprehensive Evaluating System For The Competence Of National Maritime College Navigational Students

In order to ensure safety of life at sea, to control and reduce the loss caused by the marine accidents, the IMO set higher standards on the ship maneuvering, ship management and the use of equipments. The emphases shift from improvement of the equipment to the human ingredients. At the diplomatic meeting of June 1995, the STCW was amended. The new convention put forward a set of higher standards on the ability of the seamanship and functional approach was introduce in the new convention. Qualification system was carried out and the idea of evaluation of competence was adopted to make sure that the competence of seaman had met the requirement.With the implication of STCW95, a set of educational and management system of train, examination and evaluation was put forward. Then the qualification system, theoretical knowledge test procedure and outline of assessment were formulated sequent to guarantee the improvement of competence concerned. The writer had find out lots of defects about the competence assessment in the past 6 years.In this paper the author try to put forward a set of competence evaluation mechanism that is suitable for our students. The author studied the conventions in our country and aboard; Research with the instruction of experts had be carried out; The status quo of the competence of our students and the examination, certification system was taken into consideration. According to the Examination Evaluation and Certification Rule of People' s Republic of China, with the condition of good qualification the administering authority acknowledge the validity of the examination and evaluation organize by the college or training institute that is admitted by the authority. With the guide and supervision of this navigation educational qualification system the colleges have the right to train and examine the navigational students by the new managing and evaluation model.
