Based on the research of qualification and competence theories,this thesis takesChinese construction industry qualification as research object to explore theconstruction qualification roles and insufficiency in construction industry fromcompetence view. Many types of evaluation methods have been used in this thesis forcomprehensive evaluation of qualification system in construction industry,such asliterature review, ratio analysis,fuzzy comprehensive evaluation method, comprehensiveevaluation method of Petri net, rough set comprehensive evaluation method, rough setextension synthetic evaluation method and so on. Based on these, the competencies ofthe construction industry qualification could be scientifically evaluated and positioned.The main contents are as follows:1. Categorization and study for the qualifications system in construction industryThe thesis discusses the basic concept of practicing qualification system, furtherresearches the construction qualification and introduces the necessity of setting upconstruction industry qualification system from the society, market and industrydemands. And then, the operational mechanism of construction qualification isresearched and the management mechanism, the qualification obtained system,registration system and management system are also studied. In addition, the thesiscompares the present situation of the qualification management of China constructionindustry with other countries’s.2. Establishment of the system of competencies for the construction industryqualification by applying competence system theoryBased on the theory of management, sociology,psychology and economy, from thedefinitions of professional practitioner and professional competence, this thesis studies competence from the aspects of definition and features,framework, model, factors; TheChinese construction industry qualification competence and practitioner professionalorientation are defined and the basic theory of competence and competence model arediscussed, and the practitioners competence requirements for construction industry areanalyzed according to the nature and characteristics of construction industry; the basicobjectives,assumptions and methods of construction qualification competence model areprovided. The construction qualification competencies comprehensive evaluationframework has been established from system policy, qualification, registration andpractice management and sustainable development perspectives;the group and effectanalysis of computing are studied and implemented.3. Study on the competence system comprehensive evaluation methodsThe thesis studies the comprehensive evaluation methods for constructionqualification competence, which are comparative method, logical frame method, thesuccess degree method, analytic hierarchy process (AHP), fuzzy comprehensiveevaluation method, comprehensive evaluation method of Petri nets, rough setcomprehensive evaluation method, rough set extension synthetic evaluation method.4. Comparative evaluation on the competency of the registered architect examTaken the national registered architect exam as an example, based on the computersoftware statistical calculations, using the AHP-success degree of fuzzy comprehensiveevaluation method, the thesis evaluates registered architect exam by using thecompetence evaluation system based on qualification obtained. The evaluation resultsare consistent with the requirements of the competence of national registered architectqualification.5. Comprehensive evaluation of the Registered Constructor Qualification which isthe most representative example in civil engineering construction and managementindustry, which verifies the scientificity and practicability of the competence evaluationframework and method.By using the rough set extension synthetic evaluation method, the AHP-successdegree of fuzzy comprehensive evaluation method, rough set comprehensive evaluationmethod, this thesis evaluates the establishment and implementation, examination system,test group and test effect of constructor qualification system.furthermore, this thesis also researches the getting-process of constructor qualification using Petri networkcomprehensive evaluation method and compares the registered constructor’competencies with post project manage’s and then this thesis builds the comprehensiveevaluation model of constructor competence factors. The countermeasure aiming atenhancing the competence of the registered constructors is proposed based on theevaluation results. This will improve the level of practitioners represented by registeredconstructor in civil engineering construction and management industry.
