In the face of system requirement of opening, flexibility, manageability, only the monitoring and controlling system based on web meets with the development of enterprise informatization and automatization. It makes the data Acquired and monitored open to share with management system, controlling system and other users.During April in 2002, application of Inmarsat-Fleet77 system broke through the limitation of the ship's monitoring and controlling system extending to ship owner's company. MPDS(Mobile Packed Data Service) is one of services of the Inmarsat-Fleet77 system. Customers can be on-line for a long time due to charging by data flow. Inmarsat-Fleet77 system makes the reality of some new application systems based on the communication between ship and shore. Combining shipping monitoring and controlling system with Inmarsat-Fleet77, we can realize the remote and real-time monitoring and controlling for the condition of the ship sailing and the equipments running in the engine room.In this thesis, combing the practical application project, to solve the separation of communication between ship and shore, to realize the data share each other, the author establish the ship-shore monitoring and controlling system by LAN on the ship and satellite communications. The author design and develop a ship-shore monitoring and controlling system, which based on Inmarsat-Fleet77 and B/S mode, using the technology of field bus, data acquisition, computer network, Inmarsat satellite communications, and advanced technology of .NET Framework, GDI+ graphics programming, ASP.NET Web programming, and network database. The system has strong expandability, high feasibility of technique and economical.
