From the history of human developing, the enviromental deterioration and resources deficency which caused by plundering exploration of nature resources are becoming enormous encumbrance and shackles of social improvement. Since the Reform and Opening, the ecnormics develops rapidly, but the accompanied problems of environment appeared: the drainage quantity of contamination is high, the quality of water enviroment and air in city are at a serious level. So, the national environment protection bureau of China is developing total target hitting work in succession at 113 major cities in China. This paper takes Lhasa as research subject, analyzes and evaluates the ground water environment,air environment and acoustic environment based on adequated investigation of nature environment,social econmics and all kinds of contaminations in Lhasa. Seting up mathematic model based on systemic theory, the paper also filtrates the factors of environment predominance effects, forecasts the evolution tendency of ground water,air and acoustic environment in coming years, which combined city systems organization and goals of economic development. Finally, the paper puts forward countermeasures of pollution control based on results of forecast. The results show that with the development of civicism infrastructure and environmental management, the environment quality in Lhasa is steady and the requirement of environmental function zoning will be satisgied in 2010. The paper forecasts the evolution tendency of environmental development of Lhasa in few years which based on actuality of environmental quality and goal of social econmics, the result shows definete pertinency and practicability, and provides sentific foundation to the work of environmental protection in Lhasa.
