Black Start is a course of the power system gradual recovery which occurs when the widespread power system is cut off because of disturbance or fault. Parts and power supply of system can recover depending on its self-start generating set or the help of adjacent power system on tie-line. Whether the network has the ability of Black-Start is regarded as one of the most important safety standard of power system by the national power cooperation. In this paper, the current research state of Black-Start technique is introduced. Principle of Black-Start is analyzed and key technique is discussed, too. According to Heilongjiang power system, the paper discusses the course of black-start in detail. Through the analysis of practical structure of network and character of generators. The generating set which can implement Black-Start and can work normally when the network is cut off completely are determined. Considering the generator unit's self-exciting, overvoltage of the no-load circuit in course of power transmission, the structure of network and load distribution situation in the area of Heilongjiang, the whole network is divided into four small systems: JingPo Lake, LianHua factory, FuEr factory and HarBin. We research them and analyze the voltage and the stability separately. At last the course of load recovery, the way and the numerical measure are given. All small systems are arranged in parallel after they were recovered successfully, Thus the whole network structure is recovered. Because of the limitations of technique and condition, Black-Start hasn't be tested. It has been analyzed in this paper. I hope to make a guide to the real scheme of Black-Start in Heilongjiang province. Simultaneously it may be an emergent preliminary scheme and the training tools for the dispatchers when the power system breaks down in the local network.
