This paper is provide by NSFC(50379044).For the low water head water resource, a PCC based stepping motor driven dual control governor for Kaplan turbine is presented in this paper. It makes hydraulic turbine running with peak efficiency all the time.The governor is designed with model structure. Closed-loop start-up strategy is applied during running and it realizes three adjust mode-frequency mode, wicket gate mode and power mode and three operation mode- auto mode, half-auto mode and manual mode. It can switch in three adjust mode and three operation mode freely and with no disturbance. The self-recover electro-hydraulic following system with no oil is applied to the governing system to improve the reliability. In order to operate expediently the colorful touchable screen is used, and several important test process curves and test results can be shown in it.Finally, simulation accounts for interposition algorithm can descript cam relationship well, which is precision and reliability. After finishing developing work, the governing system is tested in No.9 power set of Qingtong Gorge water power plant. These tests are important for hydraulic turbine governing system ,such as statics characteristic test, steady test with no load. At last, the governing system is applied to the 9 power set for one month. The test results shows that the governing system has excellent statics and dynamic characteristic, which meets the requirement for governing system, is a kind of new governing system with excellent perfomance.
