| The Traffic Impact Analysis as the effective mechanism to coordinate land development, the traffic planning and traffic administration in the city, at present, has already popularized launching in a lot of large and medium cities in our country. Its important function also causes the attention of the urban responsible institution further. For our country starts relatively late, has used a large number of experience abroad for reference in the real work, that after transplanting to practice, a lot of technological problems remain to solve. In order to cooperate with the implementation of "road traffic safety law of the People's Republic of China "and "administrative admission law of the People's Republic of China ", this paper discussed every basis to launch TIA, for it has getting clear and pertinence even more to launch. Paper summarizes the practice question of TIA currently, on this basis, and has advanced functional orientation that TIA in the construction object of the urban traffic system. The article is on the basis of drawing lessons from domestic and international research production, revise and perfect the main technological point of TIA further. TIA as one project examination and approval procedures , need its corresponding examination and approval index, author from system appraisal angle , divide every index to TIA into four kinds according to their appraisable characteristic, namely basic background index, ensuring supply index, appraising the influencing index and improving synthetically index.
