The sluice is mainly used for the regulation of water,blocking water,excreting water,which also plays a major role in water supply,flood control,tide blocking,irrigation diversion,hydroelectric power generation and hydraulic transportation.There are more than 100,000 sluices with flow of more than 5m3/s in China,most of which have been damaged due to the long period and overuse,resulting in the failure of their safe operation,threatening the lives and property of the people in the affected areas and also very unfavorable to the economic development.The launch of safety evaluation of sluice can fully understand the basic situation of sluice operation,and provides scientific theoretical support for the sluice operation management department to perform normal use,partial reinforcement,integral reinforcement or demolition and reconstruction of the sluice.Based on the characteristics of the sluice in Fangchenggang City,especially the Longzhuanwan Sluice,this article carried out research on the safety evaluation of the sluice using the improved analytic hierarchy process.The research contents include:1)Gathering data on the current status and safety of the sluice in Fangchenggang City,based on field surveys,analyzes and summarizing the underlying causes of flooding.2)The principles of AHP safety assessment indicators decide the selection of the safety evaluation indicators of the sluice,and the the analytic hierarchy process theory is used for the construction of the index system for safety assessment of sluice.3)On the basis of the traditional AHP method,a variety of processing methods commonly used in the AHP are combined to improve the traditional AHP.Simplified 0.1 to 0.9 scale method used as a scale method for evaluating indicators,promotes the indicators are more operable.And transform the judgment matrix into a fuzzy consistent matrix,making the calculation program more streamlined,and the normalized indicator weights can be simplified.4)By studying the relevant design specifications and regulations of the sluice,the corresponding safety level is represented by the value in a specific zone.Expert advice and relevant formulas are used to assign quantitative indicators and qualitative indicators so that the scores of the two indicators are within the range used for evaluation.The value in the interval is calculated using a quadratic interpolation formula.Combining the index weights with the scores,the comprehensive safety evaluation of the sluice comes out.5)According to the current situation of Longzhuanwan Sluice,site investigation,and the appropriate indicators to build the evaluation system,the improved AHP method was used to evaluate the safety of the Longzhuanwan Sluice.The evaluation results were consistent with the assessment results of the safety appraisal organized by the Water Resources Department of Guangxi,and the feasibility of the improved AHP method was verified.
