| The 21st century is the century of the ocean.Building a marine power is a national development strategy,and building a marine power is inseparable from the development of the crew industry.Since the implementation of the unified crew test,China’s crew competence training and examination-related work has been improved comprehensively.The crew training and examination work has gradually been recognized by countries around the world.Our crew has begun to enter the ranks of international high-quality crew.China has relatively rich maritime teaching resources,but at present,maritime teaching in each jurisdiction is a separate matter,causing waste of training and examination resources,low teaching quality in some areas of the jurisdiction,and incompatibility with crew size and teaching needs.Based on this,it is necessary to carry out research on the sharing of education and training resources for crew members,and it is of practical significance to solve the problem of crews’ demand for high-quality education and training resources and the uneven distribution of education and training resources.At present,the research on the sharing of crew education and training resources at home and abroad is almost blank.In order to solve these problems,this paper draws on the relevant experience of university education resource sharing and countermeasure research to discuss the sharing of crew education and training resources.At present,most of the research methods of university education resource sharing tend to adopt qualitative description,lack of quantitative research and empirical analysis,and lack of operability.Therefore,this paper analyzes the main factors affecting the crew’s choice behavior,proposes to build a model for the crew’s choice of training institutions,and reveals the behavior of the crew’s choice of training institutions.This paper also builds a game model for crew education and training resource sharing,and analyzes the game between crew training institutions.From the perspective of the training institution and the crew,analyze the feasibility of sharing crew education and training resources.On this basis,a case study of crew education resources sharing was conducted with two training institutions and trainees in Ningbo.From the perspective of institutions and crews,the impact of resource sharing on the choice of institution sharing and crew selection training institutions was studied respectively.The results show that sharing can increase the profits of training institutions,and training institutions also have the intention to share,but multiple factors will affect the probability of training institutions choosing to share.At the same time,the sharing of training and education resources will cause the crew to change the choice of training institutions.More from a single institution to shared projects.Based on the results of the above analysis,policy recommendations for promoting the sharing of crew education and training resources are proposed to provide theoretical and practical guidance and assistance for the sharing of crew education and training resources. |
