The thesis analyses the shortcoming of the present ECDIS from the view of ship navigation, and pointed out that in order to make ECDIS serve more users, it is necessay to study ship navigating system based on Web Electronic Chart System.Many kinds of technological schemes of WebChart at present is compared and analysed, and one of which is chosen to realize according to the ship's navigation. The thesis emphatically analyses the problem that system faces.On data model, this thesis adopts S-57 theoretical data model to design a three-layers data access model as "Database-Dataset-Object". In order to improve systematic response efficiency many methods are adopted to organize the data. The system uses digital signs and Java Native Interface(JNI) methods to solve the problem that the system equipments can not be visited from Web.Finally the thesis designs and builds the system with methods of distributed calculation, ECDIS and Java relevant technology.Charter 1 introduces fundamental conceptions of ECDIS, analyses the current situation and presents the research subject.Charter 2 describes the technologic background of studying and analyses the problem the system faces.Charter 3 anslyses the data organization on the data model and solves the problem analysed in charter 2.Charter 4 designs and realizes the system with the method of distributed calculation.Charter 5 is summary and prospect of this thesis.
