This paper discusses about the method of risk assessment and risk analysis of railway transportation third party safety applying the method of quantitative risk assessment (QRA) in risk management based on the ALARP( As Low As Reasonably Practical) criteria . And it conducts an empirical study of the issue in Qinghai-Tibet Railway Company. The paper also proposes some countermeasures about how to reduce the risk.The paper takes 10-3 as the intolerable risk value and 10-6 as the negligible risk value according to international standard. Compare the mortality rate per year resulted from railway transportation third party fatality accidents to the standard ,if the rate is higher than 10-3,the risk is intolerable ; if the rate is between 10-3 and 10-6,the risk is tolerable; if the rate is lower than 10-6,the risk is negligible.Classifies railway transportation third party fatality accidents according to subject, place and phenomenon, calculates the risk value and the risk percent of every kind of accidents .Then classifies accidents into three types according to laws and society risk culture:(1) Negligible accidents;(2) Can't be ignored accidents;(3) Accidents between the negligible and the can't be ignored.Orders the risk values of every kind of accidents according to the classify method. Then the main accidents in (2) and (3) are crucial to reduce the risk of railway transportation third party. In the end the paper proposes cultivating transportation safety culture and founding active safety management system to reduce the risk of railway transportation third party, such as enforce propaganda on transportation safety, strengthen the consciousness of the right of using way, take engineering and technology and human factor control methods to raise the level of safety .
