Electrical load management system is a management information system which is using communication technique, computer technique, automation in monitoring and managing electrical load .At present, electrical load is hard up, the research of Electrical load management system is benefit in resource concordance.The paper makes a detailed study on modeling technology. After introducing three software development methods, including Structured method, Data Structure -Oriented method and Object-Oriented method ,the paper concludes that Object-Oriented method is the best .So the paper chooses Unified modeling Language which is Object-Oriented method in modeling .But Unified Modeling Language has disadvantage in system dynamic modeling .Petri net can solve the problem .So the paper combine Object-Oriented method with Petri net in system modeling.Firstly, the paper adopts UML in system static modeling ,then introduce Petri net and set up electrical load management system dynamic model. Finally, the paper implements the function of electrical load management system by using Delphi.The practice testifies that the method which is combine Object-Oriented method with Petri net is an available method in information system modeling.
