Method And Application For Integrated Assessment Of Economic Benefit For Tongbo Pumped Storage Plant

As a foundational industry, the power industry is developing rapidly since reform and opening in our country. The supply and demand of electric power is gradually balancing instead of demand shortage. The power system is dedicating to optimize the power structure and improve the power supply quality. The improvement of reliability and safety is also an important mission of the power system. The pumped storage is a kind of advanced regulating technique to the power system. The pumped storage plant (PSP) should be developed rapidly which is playing more and more important role in power system. Although it is well known that static and dynamic benefits of PSP really exist, but economic benefit of PSP is hard to be quantitatively evaluated, therefore, it is also difficult to determine the necessity and economic of PSP to power system, which disturb the development of PSP.The difficulty to evaluate the economic benefit of PSP is how to evaluate the dynamic and integrated benefit quantitatively. The common method to evaluate and calculate the economic benefit is based on the cost of replaceable scheme. The result in this way is usually inaccurate against actual operation. As a research to evaluate the integrated economic benefit of PSP, a new method that is "Method and Application for Integrated Assessment of Economic Benefit Based on Principle Component Analysis (PCA) for Pumped Storage Plants", is discussed in this paperand applied at Tongbo PSP.Firstly, the conflict of power structure at present as well as the function and the character of PSP are analyzed in this paper. Thereby, the necessity and the urgency to construct the PSP are pointed out. The development of PSP is disturbed by the shortage of economy understanding on PSP and two difficultiesagainst assessment of economic benefits on PSP. The study is put forward by analyzing the difficulties for assessment of economic befits against present PSP on this paper.Secondly, the economic benefits of PSP is analyzed and assessed. On the basis of introduction on the function and the character of PSP and the condition of development about home and abroad PSP, the static, dynamic and society benefits on PSP is completely analyzed, especially for the dynamic befits, modes of operation for home and abroad PSP and the influence to assessment of economy benefits. In this paper, the method to evaluate the economy benefits of PSP is especially studied, making an example by Zhejiang Tongbo Pumped Storage Plant and describing some common methods of economy assessment for PSP and determining major factors to influence the economy benefits on PSP, finally putting forward "Method and Application for Integrated Assessment of Economic Benefit Based on Principle Component Analysis (PCA) for Pumped Storage Plants"In chapter 5, basic concepts, theories and analysis methods about Principle Component Analysis are all introduced. Some factors to influence the economy benefits for PSP are regards as multivariable in multianalysis to set up a mathematic mode of Principle Component Analysis to get Principle Component. Then calculated Principle Components are analyzed and explained to determine comprehensive assessment functions which can be used to make marks each ration for integrated economy benefits of all PSPs. Finally, orders of projects by final marks can be determined, "Method and Application for Integrated Assessment of Economic Benefit Based on Principle Component Analysis (PCA) for Pumped Storage Plants" is put forward and validate by Tongbo PSP.At last, "Method and Application for Integrated Assessment of Economic Benefit Based on Principle Component Analysis (PCA) for Pumped Storage Plants" is summarized and prospected in this paper.
