The rapid construction of transit have began in many big cities of China including shanghai. The applying of aggregate effect of transit should be emphasized in "transit-oriented development", around which the land exploration should be of high density and multiple-function.On the other side, the efficiency of the road of city become lower when the motor vehicles developed quickly and take great pressure to traffic. The development of bicycle traffic which is healthy, economical and sustainable should be incentive in our "kingdom of bicycle".In the paper, a series of principles on Transit-Oriented Development includes the background and history, the normal model and typical structure, the functional signature and the relation between the TOD and action of people's traveling firstly be analyzed on the basis of citing the relevant theories and practice on abroad. And then, the development model of land using which is transit-oriented and fit on China will be propounded that is named B&TOD (Bicycle & Transit System Oriented Developments). Finally, the development strategy of B&TOD model is discoursed from three aspects, including traffic development, the model of land usage and finance policy. Furthermore, the simulation experiment will run combined with the specific transit terminal of Shanghai.Exploring a sustainable urban development model which is fit on the realities of China on the purpose of the mutual benefit of traffic system and urban construction is the object of the paper.
