By taking immediate plan of Hangzhou, point out the inconsonance of plan and actual demand. According to the method of action plan, it presents the availability of immediate plan and some mistakes. On the research of action plan and immediate plan, this paper suggests the important contents, mechanism cycle and work method of immediate plan. Finally it discovers the supporting factors of carrying out a plan effectively through three aspects, such as technology, policy leading, public participation and so on.
