Study On The Sustainable Development Of The Huaihe River Basin Floodplain

The floodplain which is to store the floodwater mostly is lake or depression of land which were formed historically in our country. To control flood in effect, 97 floodplain have been set up since PRC was founded. , in which people live and engage in production. On the one hand, as a part of flood protection system of the basin, the floodplain need to store floodplain, on the other hand, the people in the region need to develop. So the contradiction between storing floodwater and father poverty become more and more stand out, and this contradiction will become more acute with the development of society. In allusion to the problems in the region such as living security, flood prevention construction, economy development, society stabilization, surrounding ,this paper analyze the status of the floodplain in flood prevention system, the research status quo on the management of floodplain, point out sustainable mode is the necessary choice of flood prevention ,reducing disaster and society development of the floodplain.As the experimental unit of flood fund and the first implement unit of compensation for the floodplain, the flood plain in Huaihe river basin are one of the most frequent areas used in China. I have been engaged in the programming and management of the floodplain in Huaihe river basin for long time, who work in the Programming Department of Huaihe River Commission. So, I choose the sustainable development of floodplain as my research task. According to the integer justice, harmonization, mutation of sustainable development of the floodplain, the paper design the concept model-"Goal-Level-Response" (GLR), confirm its core element and goal; based on the investigation on the spot, the evaluation index system is established used the frequency statistic method. Theoretic analytical method experts consultation method ; valuate the sustainable level of the typical floodplain with illegibility synthesis method to find out the restrict factors which influence the development; according to the result , combined with quantitative analysis and qualitative analysis this paper analyze the sustainable develop ability , predominance, inferior position of the area, put forward the thought that production inside the area and development outside of the area ,build the sustainable flood prevention -economy ecosystem model of the floodplain which include safety of flood prevention,society stabilization, economy development ,environment , policy and management.
