With the rapid development of social economy,the contradiction between supply and demand of water resources has become increasingly prominent,and gradually become an important factor restricting the sustainable development of regional economy and society.As an important content of water resources management,formulating a scientific and reasonable water quota is an effective means to solve the contradiction between supply and demand of water resources.Based on the item of water quota in Huaihe River Basin,this paper makes a comprehensive assessment of the water quota of thermal power industry in Huaihe River Basin,with a view to providing reference for revision of water quota in relevant provinces.Based on the technical requirements of regional water quota assessment and the water use data of Huaihe River Basin,this paper selects 17 indexes from the aspects of coverage,rationality,progressiveness and practicability in the light of the opinions of relevant experts,then constructs three models of multi-level fuzzy comprehensive evaluation,improved multi-level fuzzy comprehensive evaluation based on cloud model and multi-level gray relational grade comprehensive evaluation.On the basis of using AHP method to obtain the weight of the indicators,the models are applied to the assessment of the water quota of thermal power industry in the Huaihe River Basin,and then the results of the assessment are separately calculated from the comprehensive and the ?the four natures? level of water quota.The evaluation results of improved multi-level fuzzy comprehensive evaluation based on cloud model is respectively compared with the other two methods.The comparative results show that the improved multi-level fuzzy comprehensive evaluation based on cloud model are reasonable and reliable.According to the evaluation results,this paper using the principle of attribute recognition judge out the comprehensive level of water quota of thermal power industry in Henan,Anhui,Jiangsu and Shandong provinces which is good,medium,medium and good,then points out the problems existing in the water quota of thermal power industry in each province from the four aspects of coverage,rationality,progressiveness and practicability.In this paper,the multi-level fuzzy comprehensive evaluation method based on cloud model is applied to the assessment of water quota in the thermal power industry for the first time.In view of the operability of the method and the reasonableness and reliablility of the evaluation results,the method can be used as a recommended method for comprehensive assessment of water quota.
