A Study Of The Management And Maintenance Mode For Non-profit Water Conservancy Projects

Yellow River hydraulic engineering is important infrastructure for the national economy and social development. Constructing a large number of water conservancy projects and yielding tens of billion water conservancy fixed assets. But for water conservancy construction and management, the idea of "paying attention to construction but making light of management" and acute shortage of fund for project operation and maintenance has existed for quite a long time. The status of management units of Yellow River causes outstanding antinomy with requirements for hydraulic engineering from economy and social development.This article introduced Yellow River and the construction and maintenance of hydraulic engineering systematically, including the unit management in different level, the mode of engineering management and operation and maintenance, status of personnel and cost and existent issues. The article also made a study of the management and maintenance mode for non-profit water conservancy projects, and raised suggestions for management and maintenance and operation mechanism of Yellow River hydraulic engineering in order to solve the issue of "paying attention to construction but making light of management" related to Yellow River hydraulic engineering.
