Along with the development of economy, the lack of electric power is becoming more and more serious. So electric power supply companies have to staggering the load peaks and make different electric power price at different period of time to lihten the stress of power supply. However, electric power larcenis strengthen this stess.For a long time, the problems caused by electric power larceny always feazes electric power supply companies and influences the evaluating of their works.For preventing this, electric power supply companies send more people to inspect, and add some anti-pilfering functions on watt-hour meters. These measures reduce larcenies at a certain extent, but it cost much more and also make inspectors very tired.The ways of electric power larceny are various and variational, and larcenist are becoming more and more trickish. So preventing electric power larceny should also be developed, but this problem still not be solved properly now. Larcenies hurt the benefit of electric power supply companis and electric power manufacturing companis, disturb the order of electric power supply and consumption.For striking the electric power larcenies and protecting the benefit of electric power companies, to combin with the mult-function watt-hour meters, this paper gives a design of an electric power parameters recorder which is based on USB flash disk. This recorder can give details about clients' electric power consumption in every month, every day, every hour or even every minute. Through it, electric power supply companies can collect and analyse the datas of current, voltage, real-time power and power factordatas of every line, every transformer in every day and month. These datas can not only be used to analyse the requirements of clients, but can also effectively be used to prevent electric power larceny. Hence, this research has a good practicality and is good for society and economy.The electric power parameters recorder communicate with a multi-function watt-hour meter through RS-485, read datas from watt-hour meter and save them to the USB flash disk every 15 minutes (or any period of time). This recorder has the advantages of getting mass important information with very low cost. Any electric power larceny details will be recorded in the USB flash disk. A program which can load these datas to the database and analyse them is required. The whole system is powerful to prevent electric power larceny.For operating in industry field where the electro magnetic interference is very stressful and reducing the size and cost, an electric power parametersrecorder which is controled by SCM(Single Chip Micyoco) is designed. This system uses SL811HS as the host to control the USB interface.lt can read and write datas in the USB flash disk.Finally, a data analyse and management software is developed with VB language. It can load mass datas from the USB flash disk to the database and then analyse and manage them effectively. The aim of preventing electric power larceny is carried out.
