Before the design of new type oil tanker, according to the fixed transport task, based on the similar kind of operation ships, different ship type plan were built on.Then through technical and economic evaluation, choosing excellent type of tanker, which is advanced and reasonable in technology and economy for transportation. In view of the above reasons, studied technical and economic evaluation for the coastal products oil tanker on this paper based on the deep and abroad investigation of the supply of coastal oil products, tanker type,port and quay.Chapter one introduced the topic background and research value, discussed the necessity of the technical and economic evaluation, explained the main work of this paper; Chapter two presented the diagnoses of coastal products oil tanker development(including the cargo source condition, the port, the harbor, the technology condition of the existing oil tanker,the related policy and rule of law and so on); Chapter three illustrated the method and requirement to establish the ship type plan, which provides the basis for the 6th chapter; Chapter four introduced the ship price composition and the estimation method, while the 5th chapter dealt with the method and process to calculate the transport economy of the ship type plan; The emphasis of the paper is on the 6th chapter, the ship form plan optimization and arrangement is researched. Basing on the 3rd, the 4th and the 5th chapter's theories frame; The 6th chapterelaborates on using the fuzzy synthesis judgment method to choose the optimal ship type plan, develops the technical and economic evaluation program for coastal oil products tanker ship using Visual Basic and Microsoft Excel and obtains the evaluation result of the ship form plan, then carries on the sensitive analysis to the best ship form plan, meanwhile, based on the national standard of evaluating main level appraise. The conclusion part summarizes the full task, proposes the forecast. Finally, it hopes that the technical and economic evaluation for coastal oil products tanker can provide reference and guidance to the shipping companies engaged in transportation of oil products.
