With the increasing intensification of the global resources contest, the development of the resources become the chief task of all the Countries. China has become the center of the world's economy, the demand of the resources like petrol and natural gas becomes colossal. Because of shortage of the terrestrial resources, ocean is becoming an important resource to exploit. Lately several decades, more and more fund has been used to develop ocean engineering technology. As it is known, the seabed pipe-laying technology is one of the pivotal technologies in ocean resources' exploitation to be solved urgently. Be compared with other methods, the pipe-laying vessel method has advantages of good seakeeping, the extensive adaptability, and maneuverability, high efficiency etc and becomes the chief method of pipe laying in seabed. By now, the subsea pipe-laying in china mostly adopts this method. In addition, there is a great deal of derrick ships required in the salvage and fixing on the sea. The pipe laying derrick vessel including both pipe-laying and lifting functions will play an important role in ocean resources' exploitation, and the number of it will be greatly demanded. However, the pipe laying derrick vessel is scarce in China, and it belongs to the high value-added working ship, design and construction technology is very high, the building and the maintaining is very costly, so it is necessary to research the technical and economic evaluation for the pipe laying derrick barge, in order to design better main dimensions. Based on above reasons, one technical and economic evaluation for the pipe laying derrick vessel has been developed. The main research contents are as follows:1) The data is collected including characteristics of working,principal dimensions,pipe-laying type,ship type and working conditions of the pipe laying derrick vessel home and abroad. Based on the data, the relationships between principal dimensions and lifting capacity have been carried out by using regressive analyses methods including Excel's regressive formula model, Back-Propagation Network and Radial Basis Function in Matlab. Regressive precisions are compared with each other in the paper and appropriate model has been chosen from them in the paper based on the results;.2) Based on the analysis of the working and technical characteristics, the evaluation index system and its calculation methods of pipe laying derrick vessel/barge have been presented, including lifting tonnage displacement ratio, available main deck area ratio, working water depth mould breath ratio, pipe-laying ability, lifting ability, NPVI, IRR, PBP and ASP, which will be fundamental to the technical and economic evaluation for pipe laying derrick vessel ,has been proven to be reasonable in the paper;3) The system of the technical and economic evaluation of pipelaying derrick vessel/barge has been developed, which can help establish a set of reasonable ship principal dimensions on the condition of tonnage of the lift capacity, and a large number of projects can be produced based on it, then calculations can be figured out for evaluation and comparison of all of the schemes can be obtained. Finally sensitivity analysis of chief factors has also been given.
