Siping City, as key commodity grain production bases of the country, due tomismanagement, poor irrigation, weak awareness of water conservation andenvironment and so on,caused the local severe water shortage and severely pollution.How to allocated limited water resources in the study area reasonably, and tomaximize the overall efficiency has become the urgent need to study the key issues,therefore, this paper made the following studies for the Siping urban water resourcesoptimization configuration.This paper systematically introduces the study area the basic situation of waterresources, including surface water resources and water quality, groundwater resources,recoverable amount, and water quality. Siping Urban total water volume of371.19million m3/a, where surface water is245,810,000m3/a, water conservancy facilitiesavailable to41,361,000m3/a, mainly supplied by the reservoir study area,groundwater extraction volume is41,361,000m3/a.water resources developmentpotential of the study area were analyzed and make a water function area divisionbased on water quality. Secondly, this paper made a water demand forecast of thestudy area in2020and2030, according to the water supply situation, make a thesupply and demand balance analysis, the analysis showed that the the Siping urbanwater shortage situation is very serious, the water deficit of up to66,781,200m3in2030. Water resources in the study area is very small, so in addition to income andreduce expenditure, reasonable optimal allocation of water is necessary.In this paper, the writer makes an optimize the allocation of the limited quantityof water in the study area. First of all, this paper established multiple objectiveplanning model according to the national policy and local government’s planningscheme and the specific circumstances. Secondly, the model is solved through a computer software, and then according to the principle of the people-oriented,taking into account fairness get the conclusion, and put forward some measures forthe implementation of the program. The program is the joint use of surface water andgroundwater, to achieve economic, social, and environment to maximize thebenefits.This article studied the sustainable use of water resources of the study area.Using the fuzzy identification, and according to the characteristics of their specificcircumstances of the study area to select the evaluation indexes, and then evaluatethe degree of sustainable use of water resources the administrative districts of thestudy area and get the results. The results show that: the level of sustainable use ofTiexi District and Tiedong, for3to4, water resources development potential islimited. The sustainable use level of Yehe town, Shanmen town, Shilingzi town is2to3, with a certain amount of water resources development potential. Since thegroundwater overexploitation of the study area is more serious, so the articlesuggests that the full development and utilization of the transit surface water resources,construction of water conservancy projects are the important measures to ensure thatlife, economic, environmental development of the research area.
