Urban Planning Public Participation And ICT

Public participation urban planning is the demand of urban planning' s essence, for urban planning expresses its value by social practices and is a kind of manner which city government adjusts the distribution of interest. It is also the objective requirement of our nation' s social development, since under the condition of market economy, public participating urban planning can cultivate socialism democracy and construct socialism harmonious society.Currently, ICT (Information and Communication Technology) represented by micro-electronics , network, etc. develops rapidly and affects human' s behaviors. It provides good opportunities to public participating urban planning.Firstly, this thesis reviews and studies foreign theories and modes of urban planning public participation. In the light of our nation's situations, it points out some defects of the conventional participant modes. Subsequently, this thesis makes a feasible analysis on the application of ICT in this field. Finally, managing several substantial ICTs (for example, Internet, GIS, VR, DB) and development tools, this thesis frames an urban planning public participation system (PPIS) to be in conform with our nation' s situations. By this way, we explore an effective participant manner which protects the public right to participate urban planning.
