Power Distribution Management System (DMS) is an Automation System of supervising and controlling the process of power transformation and distribute. The real-time data, historic data, structure data of networks and parameters of devices can be managed together by the application of electron technology and computer network technology in DMS. An excellence Distribution Management System can administer power distribute networks scientifically. It can also improve quality and reliability of power distribution and management.DMS is a complex automatic system composed of several subsystems. GIS is a very important subsystem of DMS, which providing spatial data to other subsystems. It is the hinge of the system's data management. The designing of data access module of GIS is very important to the expandability, stability and efficiency of the system.Based on the experience of designing and developing the Distribution Management System Based on GIS, the thesis presents some key technologies in the construction of the database access modules to providing a stable and efficient method of data accessing for GIS and other sub systems of DMS. I wish these method are useful to other large information systems too.
