According to statistics, in various phases of the project construction, the impact of investment decision-making phase is on the highest level to the project cost, reaching 80%-90%. And once the investment decision is made, design phase turns to be the most crucial phase, which has great influence on the project cost. Therefore, the study of cost control of investment decision-making phase and design phase is important and necessary. Based on the urgency and necessity of the construction control cost, the article proposed the key preparatory works of construction control cost are the stages of decision-making and design stage.In investment decision-making phase, this paper points out the solutions on cost control according to the present situation and the existing questions, meanwhile, combined with real project cases, it expatiated investment estimatation methods. In the choice of different decision-making schemes, taking the choice of field location for example, this paper combined with an engineering practice constructs the AHP model based on experts credibility. On the basis of the previous work, this paper translates the various influencing factors from qualitative description into quantitative expression, which makes decision plausible and reduces subjective factors on the choice of schemes greatly.In design phase, scheme optimum seeking method is the key of cost control. This paper proposes the Value Engineering as the scheme optimum seeking method. Specifically, taking real projects for example, it describes and analyzes the principle and steps of Value Engineering, points out the difficulty and importance of quantitative process of various functional indicators, presents multi-level fuzzy comprehensive evaluation method based on experts credibility which is used to determine functional indicators.
