Middle Route of South-to-North Water Transfer Project which is being programmed and built in China is a huge striding across drainage basin water transfer project in order to solve the problem that the pockety water resources in our country,optimizing resource collocation. Its channel is long ,the quantity of earthwork and concrete work is tremendous. And it is restricted by many natural and social factors.The layout of working establishment and supply arrangement of material are hard to deal with in construction organization.It starves for modern technologies to deploy and design scientifically.In this way we can expedite the building speed of the project,optimize the using of resource rationally,enhance the decision-making level of construction organization. Based on Systems Engineering, aiming at optimizing resources arrangement, using modeling technique and optimization theory, according to the basic informations of construction organization of Middle Route Project ,we establish mathematical models of three problems in construction organization design: Balancing Cut-Fill earthwork; dispose the concrete mix machines and admeasurement of material resources. Then using the resolvent of Linear Programming and Mix 0-1 Programming to obtain the optimum solution of the models. Compared with the schemes in original feasibility research report,we analyse the optimum results and its statistic of the three mathematical models detailedly, and evaluate the rationality and feasibility of the results impersonally. To supply decision-making foundation to the decision-maker of the hydraulic engineering,we must set up a support system of construction organization design to offer friendly function interface to input basic datas and parameters,transfer mathematics models for calculating,display the optimum results.This paper particularize the fouctions ,configurations,modules and database design,then clarify the realization of the support system. The preliminary application of this support system shows that it really can optimize construction organization design, reduce the hydraulic engineering investment, supply decision-making reference.
