From Dictatorial Management To Service Management

City planning is one of the important public administrations. Most problems in city planning work are just the embodiment of transforming-society's problems. In this investigation, a deep analysis was made to the complex relationship in city planning, and the illogical status was pointed. The intention was bringing out some advice for city planning work and public administration's reform.The conclusion according to the theory-studying and practice knowledge was that: all of the working problems can be concluded into the benefits contradicting. In order to analyze better, two special nouns were introduced, the "Interest Group" came from political science and the "Stakeholder" came from economics. By dint of the "Stakeholders' form", a deep analysis to the different status and mistaken positions of "Government", "City Planning Specialists", "Constructing Corporations", "Demos", and also analyzed the rootstocks. The system's shortcoming in city planning work and public administration, as well as nowadays the mistaken axiology and ethical concepts of local governments were all pointed out. Then the disquisition brought forward an ideal city planning pattern which is scientific, rational, evenhanded and oriented by the communal benefit. Then some reformatory advice was given. Finally, some advice was given to the public administration from the city planning point of view.This disquisition analyzed the three phases of city planning administration according to the public administration's transforming, brought out the new concept of city planning administration which is called "service management". As a polestar of city planning work, it should be transformed from arranged or achievement oriented toward the public benefits oriented. As a mode of city planning, it should be transformed from injunctive mode which was one direction to the attractive mode which is multidimensional. Government should offer some standard service as well as reducing a lot of improper interference. Because of some stakeholders of city planning have incorrect axiology, the governance mode is still not fit for our public administration.This article agreed with the point that essence of city planning is according to the hominine essence. It reckoned that the majority problem of the interesting groups was: officials paid too much attention to the achievement in their posts and their self-interests, city planning experts lost their professional moral, and the public paid more attention to self-interests than the public benefits. The opinion was making a multimode including doing more education, making better legal system, opening the communication and so on.
