Series of social problems appeared, while the immature community system suddenly has to play a major role in providing all-around cares and service which was the responsibility of "Danwei" before.The starting point of this thesis is to seek a pragmatic method of community planning administration, through which the local issues and needs could be thoroughly understood and addressed, which in turn will really benefit the people of the community The thesis firstly talk about the urban community planning administration based on the review of the rich experiences in ShangHai community planning administration, to raise a ideal participatory method about community planning administration, and then using the ideal method to research the role of participatory with Examples of community public facilities administration in YangPu community.The participatory method of community planning administration, which is process-oriented, aims to encourage the residents to sense the problems and the ways of solving them, through interactive communications between stakeholders, the government agencies and planners. The goal of this method is to make policy from the grassroots and ensure the effective implementation.The key of interactive approach of community planning administration is the participatory degree, which depends on whether the residents have been given the real rights to take part in decision making. Whereas the resident's role relies on the institutional mandate and the maturity of social structure during the social transformation. In light of the tendency of further social reform, the local community will be continually in the dilemma of "bureaucratic administration" and "civilized governance" for quite a long period. Thus, it is necessary to review the social changes and planning efforts against the social demands, so as to improve the method of community planning administration.
