The fast economy development, especially constantly increasing foreign trade, caused that our country's container freight handling capacity enhanced with an incredible speed. Since 1995, the container freight handling capacity kept going up by 25% yearly. By 2003, our country's container freight handling capacity vaulted to become No. 1 in the world. In 2005, our country's container freight handling capacity even made a record, reaching 75.80 million TEU. Following the enhanced freight handling capacity, our country's port construction speeded up and the port construction scale enlarged gradually. The contradictory of insufficient port through capacity has been dulled. However, the most important problem for us to solve now is how to decide an adaptable through capacity to ensure the port could meet the future container shipping requirements without national overlapping investment or resources waste. This study starts with the container port through capacity, and raises the current problem by means of discussion on the algorithmic method for container port through capacity. Taking this as the basis and with the following analysis on the influential factors of container port through capacity, Taking this as the basis and with the following analysis on the influential factors of container port through capacity, a through capacity model is set up according to the system dynamics principles which simulates the port through capacity variation range under different situations. In the end, with the statistic principles, queueing theory and basic data over years to validate the through capacity model by a mathematical model.and concludes the adaptable through capacity for every grade port. This study could not only provide a theory base for the container port through capacity confirmation, but also put up a guidance comment on the resources integration of container port. Moreover, it has significant value for the scale determination of every grade port berth construction.
