Integrating with the technique of positioning, geographic information system, database and communication, vehicle monitoring system is one of most important component of ITS. Due to the aggravation of traffic jam and the demands of traffic safety, more and more attention has bee paid to the research and development of vehicle monitoring system in traffic management. Vehicle monitoring system significantly play a very important role in the ITS applications.A GPRS-based vehicle monitoring system project was put forward, owing to the GPRS network has several advantages such as low time delay, low expense and supporting TCP/IP protocol. These advantages are just coincidence with the vehicle monitoring system's characteristics of real-time requests and small data quantity.Firstly, this thesis gives the overall structure design of vehicle monitoring system, dividing it to three sub modules: vehicle terminal, communication network and monitoring center. Based on the introduction of the integrated function of the three modules, the thesis analyses and designs the structure and function of three sub modules, then briefly explain the fundamentals of the implement, and points out the key technique of system.Secondly, this thesis gives detailed design of several key techniques related to system, such as GPS serial-port communication, analysis of NMEA-0183 data, communication gateway and map matching. Besides, a practical algorithm for map matching was put forward.Thirdly, database for monitoring center was designed comprehensively. By reference to GDF4.0, the thesis carries out layer planning and road network design of digital map. These works apply necessary base for the map matching and route planning.At last, using .NET platform and Visual Basic.NET and supported byembedded component MapObjects, key function modules and many important basic functions of system are carried through by programming. These functions are listed as below:1. GPS serial-port communication and data analysis, communication gateway and map matching;2. Vehicle tracking and monitoring, trace replay, route planning;3. Some basic GIS function: interactive query of map-property, map control, etc.
