Intelligent Transportation System (ITS) is dedicated to realize traffic System information,Intelligent and socialization, greatly exert the traffic potential, in solving the increasinglyserious problem of urban traffic plays a very important role, so the countries all over theworld, especially the developed countries pay much attention to it. In recent years, As keycomponents of ITS,the vehicle monitoring system has rapid development, the technology isbeing perfected.This paper presents a kind of implementation method based onGPS/GIS/GPRS to develop vehiele monitoring system according to study the advanceddevelopment of GPS GIS and GPRS field.Firstly, the background and development trend at home and abroad of ITS’s research areintroduced in this paper, particularly the significance of research. and on this basis the overallarchitecture and solution of the system are given, according to the principle of the design andrequirements of the system,the solution of the vehicle terminal and monitoring center aregiven. namely the vehicle terminal is made up with microcontroller and peripheralfunctionmodules; monitoring center is designed based on C#.NET platform and C/S mode include thedevelopment of server, client and database.Secondly, the design of software and hardware of the vehicle terminal are completed.Include drawing schematic and PCB design of the vehicle terminal; designed the MCUmodule, power module, GPS module, GPRS module and peripheral function module; basedon this hardware to complete the software development of the vehicle terminal, includingGPS data collection,GPRS data transmission, emergency alarm,cut off electricity and oil,overspeed alarm and monitoring etc..The next, the development and design of the monitor center was complete. Monitorcenter is composed of client, server and database, firstly, introduce plan of design andimplementation methods of monitor center,including the design of the interface,communication protocol, SQL SERVER2008database, server and client. emphaticallyanalyzed the design of the data tables, trigger, store procedure of the SQL SERVER database,as well as the network programming, database programming and multi-thread programmingof the server and client; and implemented the function of monitor center such as the terminalmanagement, information search, user management, alarm handling, track playback andelectronic map etc..Finally,the function tests of the system is completed.the test results show that the systemhas the characteristics of function stable, easy operation, high security and expansibility.
