Transportation problem has been an obstacle of city modernization for a long time. It is urgent to improve public transportation vigorously and carry out an intellectual and digital public transport management system to promote city modernization.The vehicle monitoring and dispatching system can accurately acquire the operations of vehicles and dispatch vehicles in real time. This system makes the management and the operations of the vehicles more intelligent and effective. The research on bus monitor and dispatching system is of great significance.A detailed design plan of bus monitoring & dispatching system based on GPS and GPRS is proposed in this paper. Combined with the GPRS packet switching technology and the GPS positioning technology, featuring high-speed, real-time and widely-covered, this system realizes the function of monitoring and management of vehicles. This system is composed of global positioning satellite, On board terminals, GPRS network and a monitor centre. The design of on board terminals achieves real-time positioning of the vehicles, transmission of traffic track information, auto-announce of buses' stop and automatic play of multimedia video. The wireless communication system achieves the information interaction and the data transmission. The public transport monitoring system stores and analyses the vehicle track information and manages the communication between vehicle-carrying terminal and monitor centre. Finally the monitoring and dispatching of vehicles accomplished.A mathematical statistics theory is utilized to construct a dynamic precise position mathematic model which adjusts the errors of the moving vehicles' information. In order to ensure the accurate and effective data transmitting an appropriate communication protocol is developed according to business needs. Some adjustments are added to Public Transport Demand prediction model, referring to traditional grey theory, to reduce uncertain factors and so much more reliable data is accessed.The research background and practical significance are introduced in the opening. Then the solution of vehicle positioning and wireless communication is determined and the plan of hardware and software implementation is designed according to the actual demands. The implementation of GPS positioning system, GPRS wireless communication system and traffic monitor system are brought out to follow. In the final chapter a dynamic scheduling strategy is proposed and a traffic forecasting method is presented which is approved by data analysis.
