I. Research backgroundWater is the natural resource that human being rely on for surviving and developing. With the increasing of the populations in the world and the high speed development of economy, the need for water resource is increasing constantly. Water has already become the necessity of human society development. At the same time the damage of human to the environment is also enlarging constantly. Water is the pulse of human surviving and developing, water resource shortage has already become the general attention of the whole world. In March 1973 Water Environment Meeting of UN released a formal warning to the whole world:"Water, will become a profound society crisis in the near future, next crisis after the petroleum is water". At present, the drinking water of ? people in the world is not guaranteed, 60% of the land in the world spread all over the world and 63 countries and areas are facing the problem of water shortage. The lack of water resource and the continuous depravation of water environment quality has already become the severe obstacle of many countries for economic increasing and society development. In our country, especially the northern area of the country, the situation of water resource shortage is very severe that has already formed a big threat for the social and economic development. At the same time, water resource shortage exists together with water resource pollution and waste.
