Xi'an city lack of water resource,and with the development of economy and society,the water resoruce sustainalbe utilization must be threatened.In order to use the water resource,s sustainable utilization to support the sustainable development of economy,environment and society,consiquently,in this paper, multi-level fuzzy synthetic evaluation model is adopted to evaluate the water resource of present situation and the level plan year situation of Xi'an city,which based on the relative references at home and abroad,and combined with the project "the water resource's synthetical plan of Xi'an city",and the result of evaluation is analysised.The main achievements as follows:(1)The development status and extent of Xi'an surface water resource and groundwater resource are evaluated,and the recent 25 years' supply and use trend are analysised.(2)The meaning and influencing factors of water resource sustainable development and utilization are elaborated in details,the principles and methods of regional water resource sustainable development and utilization evaluation indexes system are established,then,combine with the situation of Xi'an city,establish the evaluation indexes system which include 4 hierarchies(object hierarchy,rule hierarchy,constrain hierarchy and index hierarchy) and 43 indexes.Analytic Hierarchy Process(AHP method) is adopted to determine the weight of each evaluation index.(3)The grading criterion of each basic index is classified,the sustinable capacity of each basic index is classified into worst,worse,middle,better and best,the multilayer fuzzy synthetic evaluation model and SPA synthetic evaluation model are chose as the evaluation models,and "VB" and "Surfer" are used to evaluate the Xi'an city's water resource sustaibable development and utilization capacity of present. Situation. Compared multilayer fuzzy synthetic evaluation model with SPA fuzzy synthetic evaluation model,the result of fuzzy synthetic evaluation is choose as the final result,which read that in Xi'an city,water resource sustainable development and utilization is worse;the coordination between water resource systerm and economy,environment,society is better,but worse localized;water resource sustainable degree is worse on the whole.(4)Multilayer fuzzy synthetic evaluation is adopted to evaluation the level plan year water resource sustainable development and utilization capacity of Xi'an city,the result read that the sustainable degree change from wore to better during year of 2005 to 2030,but the sustainable development capacity is unoptimistic. Analysis show that only good deal with the regional water resource deployment and extra-regional water diversion problem according to the devlopment stage and trend for each district,we can implement the goal of water resource sustainable development and utilization all over the Xi'an city,and make the coordination of water resource-society -economy-environment complex system is harmony more and more.The above evaluation results are meet the actual situation of Xi'an(5)Problems of water resourec sustainable development and utilization in Xi'an are analysied,and the better advices are put forward.What's more,the comprehensive evaluation model established in this paper have the follow advantages:clear concept,simple method,it's reasonably and feasible to adopt to the comprehensive evaluate of the water resource sustainable development and utilization of Xi'an city.
