With population sharply increasing, rapid growth of national economy, the course of urbanization and increasingly improving of the living standards of the people in Urumqi, the shortage problem of water resource is becoming more serious. It is meaningful to forecast the water resource demand of every industry and analyze the influence and interference degree to sustainable development of water resource of human behavior guide roundly and fully, to harmonious development of population, society, economy and environment, to exactly decision-making and implement of city development and construction layout, to layout and administration of water resource under market economy condition.Using SPSS software system, this paper analyze the changes of the total sown areas of farm crops, the agricultural water consumption, green area water consumption, gross industrial output value, industrial water consumption, the total water quantity of agriculture irrigation, the total value of industry, the water quantity of industry that be used and the population of the end of the year, etc. Adopt trend moving average method, piaster linear regression analysis model, system of rating to forecast the water quantity that be consumed by agriculture, industry, green area and resident in 2010. Adopted the way of questionnaire, this paper completely analyze the pertinence about influence factors of resident water quantity, to find out the feasibility, degree and mode of human behavior guide and seek the way to improve resident's consciousness of saving water and the water resource crisis awareness, offer the policy guidance to establishes the saving-water-city, offer the reliable basis to find the sustainable developing way of water resource suitable for Urumqi, in order to realize the rational disposition of the water resource, utilize and unify planning management effectively.Get the following conclusion mainly: (1) Agriculture's total sown area in Urumqi will be 41,290 hectares in 2010, the total amount of agricultural water is 405 million m3, the city garden green area is 5110 hectares, garden irrigation of grassland water consumption in the city is 13 million m3, the gross industrial output value is 46,363,055,200 Yuan, the total amount of water for industrial use is among 1236122.52- 1236127.68 ten thousand tons, total numbers of...
