Since Rees and Wackermagelput forward a method and theory which is that using ecology footprint quantitative analysis to appraise sustainable development, this kind of method has been widely used because of concrete concept and convenient calculation method. This kind of ecology footprint model which can't really bring water resource as a basic resource into the model is not common, and the other kind of model which can't take the influence of waste water and ecology into account is few. Xi'an lies in the northwest of china and is a water shortage district. With the fast development of economy and the growth of population, the demand for water resource is increasing. The waste and pollution of water resource are serious, and this makes water shortage come at a new difficult time and obstruct the economy development in Xi'an. Therefore, we should pay attention to reasonable development, utilization and allocation of water resource while developing economy. This paper is based on ecology footprint theory and considers water resource as a natural source, then establishes water resource ecology footprint and carrying capacity theory. According to the theory, water resource ecology footprint and carrying capacity from 1995 to 2005 were calculated and analyzed and active reply was adopted. This research will help to realize the goal of building ecology city in Xi'an and put forward scientific and realizable ecology planning. The main research results were as follows:(1) Considering freshwater consumption and water pollution consumption as a kind of consumption in calculation, this can make water resource footprint more reasonable and perfect.(2) Water resource ecology model was established, it was divided into water product consumption ecology footprint, freshwater consumption ecology footprint and water pollution consumption ecology footprint. On this basis, second level account was divided, and at the same time ecology footprint calculation model was established according to each difference. Wastewater pollution ecology footprint and acid rain pollution ecology footprint were innovative points.(3) Starting from hydrology precipitation, region water resources ecological productivity was calculated by changing water resource into precipitation deep. Assuming that water on the earth was even distributed on the surface of the earth, water amount on unit area was definite in certain time. Productivity model was built based on the assumption. On this basis, according to actual situation in xi'an, Yield factors and balance factors of water resource were set up, this can solve the problem that water resource ecology footprint can't compare with other kind of ecology footprint.(4) On the basis of establishment of water resource ecology footprint theory, according to the dates from 1995 to 2005, this paper calculated and dynamically analyzed water resource ecology footprint and carrying capacity during 11 years, and sustainable development of water resource was evaluated here. The results were as follows. The water resource ecology deficit was still large though having slow trend. Agriculture water use accounts for a bigger proportion, and structure contradiction exists in the water use. This was in accordance with drought environment in Xi'an and a bigger proportion of agriculture in economy.(5) Referring to foreign experience, according to features of Xi'an, on the premise of not reducing people living level, practical and useful measures were put forward to reduce average water resource ecology footprint, advance water resource ecology carrying capacity and reduce ecology deficit.
