The problem of urban transportation has become an important issue that affects normal urban function exertion and urban continuable development, and it needs to be solved urgently. The study of urban traffic commonly can be divided into three types, such as macroscopic, mesosopic and microscopic. According as the content and the characteristic of the evaluation system, this study about evaluation of traffic benefit for the northwest No.2 ring road in fuzhou city , namely the section of road from the north bridge approach of the You Xi-zhou to the north of WUSI road is located in microscopic and mesosopic.Firstly, the traffic characteristics analysis of the city road are the base of carrying out the effective control and the management on traffic, assuring the roads be clear and exerting the road traffic benefit. So, in the beginning of this dissertation, the traffic characteristics about the signalized intersections and a section of urban expressways of the northwest No.2 ring road in fuzhou city are analyzed, each characteristics is summarized.Secondly, some evaluation indexes are chose and the evaluation parameters system is set up by threesub-systems--unblocked, efficiency and safety. In microscopic, the spot speed and the speed ratio are chose asthe evaluation index on unblocked, the waiting time, delay time and the saturation about the intersection are chose as the evaluation index on efficiency, fatalness coefficient and the ratio of the dead and the injured about the traffic accident are chose as the evaluation index on safety. In mesosopic, the travel speed and the interference of the non- motor vehicles and passenger are chose as the evaluation index on unblocked, average delay on the journey and saturation service level are chose as the evaluation index on efficiency, the ratio of the dead and the injured and the ratio about the death toll on the traffic accident are chose as the evaluation index on safety. The definition, the calculation method and classification of the parameters are specified with quantitative or qualitative means.Then, the frame is constructed by the multilevel object fuzzy comprehensive evaluation model, the right of each parameter is calculated with the analytic hierarchy process (AHP) and the system model of Fuzzy -Analytic Hierarchy is set up. In order to make influence on the conclusion much more impersonality, the right of each parameter is calculated and the consistency is carried through checkout through the methods of the AHP. At the same time, in order to let the holistic index be optimization, manifold blurring operators are contrasted and the weighted average types are chosen.
