Study On Defence Standard And Policies Of Urban Disaster Prevention

The first chapter of this thesis expatiates on the serious consequence of earthquake disasters which happened in big cities and the importance of the disaster prevention and mitigation to sustainable development. The real status of urban disaster reduction affairs and the weakness portions in our city are also discussed in this chapter. For the purpose of keep abating disaster loss, defence standard and public policies are studied in this thesis.In chapter two, we give the formulary of single building's defence standard for Xiamen, on the base of conception of multi- defence standard. The suggested values of different defence standard in Xiamen, including important and normal buildings are also given. A new simple method for prediction of earthquake damage is put forward through deliberately studying the traditional methods, and then using it to predict the earthquake economic losses in Xiamen. The results show that both the traditional method and the simplified method developed in this paper gave approximate same outlets. By studying the relationships among original cost, expectation loss and defence standard, the objective function for optimizing the defence standard of the city is proposed, and the result has been applied in Xiamen. Further more, the decision making has been done aiming at the economy increasing in future, which leads to the conclusion of the defence standard is better to increase as increasing economy.In chapter three, it is pointed out that the most difficult problem in seismic strengthening and retrofit of existing buildings is lack of fund at present. In order to solve this difficult problem we take following the blue prints, i.e. first to carry out nessary investigation and consultation, and then use the AHP method to analyze and decide. The particular public policies of old district in down town Xiamen are proposed, according to the result of AHP method.In chapter four, the macroscopical and microcosmic policies in the rebuilding programming are studied, the results show that the different policies should to be adopted for different destroy degree in rebuilding planning. The fifth chapter, brings forward the policies to improve the public's psychology, and hence the reasons of people's behaviours during the disaster period.
