With the rapid economic development, natural resources and ecological environment are facing unprecedented pressure, the research on ecological compensation is the hot field. China has made some research in the watershed, minerals, nature reserves ecological compensation and other aspects. China is no more systematic theoretical guidance and quantitative model in ecological compensation for hydropower development. So we urgent need to find an effective solution to promote harmonious and sustainable development of hydropower development zone.In this paper, Jinping Hydropower Station as the research object, on the basis of analyzing the ecological compensation content and related theory, summary draws on the theory of ecological compensation and practice experience in domestic and international. According to the socio-economic status and the ecological destruction of hydropower development zone, with ecological basic theory, public goods theory, externality theory, environmental resource capital theory, provide a theoretical basis for the accounting model of the ecological compensation in hydropower development. According to the characteristics of hydropower development itself, this paper has developed the eco-compensation accounting method. The accounting based on environmental benefit and ecological costs of hydropower development, eco-environmental benefits include direct environmental benefits and indirect environmental benefits of energy substitution; ecological environment costs include products-providing features of ecosystem, supporting features of ecosystem, regulation of ecosystem, environmental costs of immigrants and environmental protection costs, introducing economic factors at the same time, different compensation rates for different regions. So the quantitative model of ecological compensation for hydropower development has been developed. These reasonable results provide a scientific basis for the development of eco-compensation mechanism, further providing scientific and rational, realistic compensation way for hydropower development.Calculated according to this model, the ecological compensation of Jinping hydropower station should be 0.000242 yuan/kWh, one thousandth of electricity price. It can reflect the external non-economic costs, in the area of hydropower development, belonging to the users'acceptable range, basically meeting the satisfaction of local residents and the government.This thesis can provide guidance and reference for ecological compensation in hydropower development. The results can provide a reference basis for establishing ecological compensation mechanism in hydropower resources development and other areas.
