This article mainly studied the design and development progress of the meteorological information system in Jiangsu Province electric power company under Microsoft Visual Studio.net 2003 platform.In this article first we analyzed the related background about developing this information system, the necessity and the significance of developing it. We also discussed the social efficiency and economic benefit that the system can bring to us, and so on.Then from the view of fast, economically and highly grade realizing a large-scale software system, the article discussed the software development model based on the component technology as used in realizing this system. Through the use of this model we effectively reduced the system development complexity. In this system this model has been used in the data transmission module and the data contrast module.This article emphatically discussed how to use the multi-layer architecture based on B/S, C/S mixed pattern in this system application and discussed the quite general three layers division in structural model under Microsoft development environment.After that, some essential technologies used during developing the system have been carried on a detailed analysis. The analysis and the design on the essential module of this system also had been carried on the detailed discussion.The establishment of this system provided a material example about how to share information between different departments; this article also discussed the practical utilization of the meteorological information in the electric power department, provided a material example about the meteorological information serving for the specific profession. The solutions to resolve the practical problems met during the establishment of the system have been discussed in detail. Hope that the research and the practice discussed in this article may have a certain reference value for the other information systems constructions.
