In traditional Energy Management System (EMS) designation, the advanceapplication software always are highly coulped with Supervision Control And Data Acquisition (SCADA). With the development of power market and the increased requirement for advanced application, a more open architecture system is demanded. Therefore decoupling the advanced application from SCADA following the standard technology is a trend of EMS research world widely. EMS architecture based on IEC 61970, using model standardization and decoupled advanced application with SCADA, will lead more influence in power diapatch's information technology's development.This paper first introduces the standard that we depend for a new generation EMS design — IEC 61970, which includes Common Information Model(CIM), Component Interface Specification(CIS) and Scalable Vector Graphics(SVG). Based on the a realistic project's test, this paper presents the way to leverage the legal SCADA system, and specify the integration design scheme. Finally this paper describes the key technology of advance application software's design and implementation of a CIS server.
