Reforming and opening for more than 20 years has changed our city and buildings world-shakingly, city expanding becomes a motive for the society and economy in the new century with an irreversible trend. The city expanding is more convenient with higher risk. One representation of such a risk shows the possibility of disaster is more increased than before; another representation shows the degree of aftereffect is higher than before as the population and buildings centralizing increasingly. With disasters ascending in abroad and domestic, unconventional ones emerging in endlessly, improving the quality of public buildings and safety has become paramount.In the process of exploring architectonics, evaluating research gained a growing attention. With the influence of interdisciplinary theory, it has transferred from a traditional pattern to a systematic, scientific, quantified and integrating direction. However, traditional architectural appraisals centralize researches on satisfaction and comfort of the substance environment and involved less in architectural safety. As one of the basic demand of human living, the architectural safety should be regarded.This dissertation studies enclosing on how to estimate architectural safety. Basing on analyzing immanent motives of the safety appraisal thoroughly and summing up appraising theories in domestic and abroad, probing on architectonics, safety science, using predominance of cross subjects, mathematics, statistics, operational research, sociology, circumstances, typology, modern system and illegibility, etc., and from visual angles, wide fields and quality-quantity together, it constructs a system of high occupancy public buildings of Chongqing. According to the analysis on disasters mechanism influencing public buildings, it has constructed a gather of pertinent appraisals, then analyzed and validated examples by appraisal policies and summarized appraisals.Anyway, the reason for choosing such a new research domain is to exploring a suit of suitable theory and methods for our country. The practice testifies that it is a basic for building alarming systems of the public building safety, at the same time, it provides frames of reference for constituting controlling and preventing disasters; what's more, it besteads constructing departments and provides new thoughts for studies on architectural theories, etc. in practice, it is also efficient tools for favoring values of architectural environmental safety.
